The Southeast Asian Ministers of Education Organization Secretariat (SEAMEO Secretariat) will conduct the SEAMEO Pre-Congress Lecture Series with the theme ‘Stories of Success >> Transformation and Innovation in the Post COVID-19 Pandemic’ on 5 and 8 April 2021.          

The SEAMEO Pre-Congress Lecture Series intends to highlight “Stories of Success” of school/college leaders, teachers, community leaders, and students to the global community so that the others can get inspired and learn the good practices for self-improvement. Moreover, it will help igniting new ideas and serve as valuable resources for discussion during SEAMEO Congress 2021.

Appreciation goes to 157 entries from teachers and students of Indonesia, Philippines, Malaysia, Thailand, and Vietnam who submit their stories of success video clips.

Background

COVID-19 remains challenging in the global community and changes the educational landscape. Educators need to be responsive and adaptive to the new challenges to maximize the learning opportunities of learners during the lock down.

We have witnessed that many learning activities have been transformed to online/flexible learning options, home schooling, and other blended learning modalities. Not only the learning modalities have been adapted, but the COVID-19 also affected the improvement of school system, communities, and individual adaptation.

This has been the general framework that guided the development of the SEAMEO Congress 2021 theme. However, SEAMEO saw the need to have a pre-Congress learning event that will jumpstart the discussion and ignite passion and interest of youth, educators, and other stakeholders/actors in Southeast Asia and beyond. Thus, this learning event, “SEAMEO Pre-Congress Lecture Series: Stories of Success >> Transformation and Innovation in the Post COVID-19 Pandemic” during March - April 2021, has been conceptualized to feature the stories of success during the COVID-19.

Presenters of this learning event are expected to give practical advice and easy-to-replicate strategies on how to address the challenges as the world is racing to inoculate everyone and shift to a new, and hopefully, better, normal.

SEAMEO intends to highlight “Stories of Success” of school/college leaders, teachers, community leaders, and students to the global community so that others may learn and get innovative ideas.

It is expected that the “Stories of Success” can be good models for educational institutions, teachers and students to learn and replicate for improvement. Moreover, as a pre-Congress event, it will help igniting new ideas and serve as valuable resources for discussion during SEAMEO Congress 2021.

Objectives:

  • To provide opportunities for educational institutions, communities, teachers and students to share “Stories of Success” which they have applied for educational institutions, communities, teaching/learning modalities, and self-improvement during COVID-19.
  • To learn and explore good practices from the Stories of Success shared by educational leaders, teachers, and students
  • To serve as a Pre-Congress event to equip the audiences with new knowledge and ideas prior to joining the SEAMEO Congress 2021.

The SEAMEO Pre-Congress Lecture Series will be conducted by using video clips recorded by the educators, students, and other stakeholders which will be broadcasted through SEAMEO Secretariat’s YouTube channel.

  • There is no registration fee for organisations and participants to join the SEAMEO-Pre-Congress Lecture Series.   
  • It is expected that the Lecture Series will be attended by approximately 1,000 participants during the session via the SEAMEO Secretariat YouTube channel.  The participants will be policymakers from Ministries of Education/related governmental organisations, educators, teachers, and university/TVET students from Southeast Asian countries and beyond.

 

Guidelines for Video Clips

1. Who can submit the video clips? 

  • The SEAMEO Secretariat would like to invite the following potential participants to submit the video clip (s) and share the “Stories of Success” of your educational institutions, communities, classrooms, or personal improvement:
    • School Leaders, Principals, Directors, Deans
    • Community Leaders, Practitioners
    • Researchers   
    • Teachers, Lecturers
    • Students, youths
  • Submission can come from any part of the world, not only from Southeast Asian countries.
  • Submission can be by school, group, or individual.
  • An organisation can submit more than one video clip. 

 

2. Content for the video clip

  • Participants who wish to join this programme should produce the video clips in  MP4 multimedia format for no longer than 7 minutes. 
  • The deadline to submit the video clip (s) is Monday 22 March 2021. (Sharp Deadline)   
  • A video clip can be produced by an individual or a team.  
  • The lecture/video clips must be in English language.  (Optional: including sub-title in English would be helpful for teachers and students to have better understanding)
  • The content of the video clip should:
    • Be relevant to one of the following sub-themes:

        All video clips are expected to give concrete examples and easy-to-replicate solutions or strategies. It may be in the form of applications used during the lockdown or innovative processes/interventions that are implemented to facilitate teaching and learning especially during the school lockdown. It may also offer anecdotal/testimonial evidences of innovations from the point of view of stakeholders.

    • Within the 7 minutes of video clip, the content of the video should include:  
      • Very brief information (including logo) of institution or a group photo of production team
      • Background of the issues
      • Innovative Modalities/Activities
      • Results, Impact, Achievements
      • Detailed information on how others can try to replicate and benefit from the innovation
      • Contact details/QR Code of presenters/institution which participants can contact for learning or partnership.
      • Acknowledgement
    • Provide links to accessible resources used in the video clips at the end of your video clip.
    • (Optional) including a brief information of your schools/team/individual for 10-15 seconds at the beginning of video clip; and
    • Provide contact details (such as email address or QR code) and the organisation’s website (if available) at the end of the video clip. 

 

3. Technical guidelines for producing the video clip

  • The lecture/video clips must be submitted in MP4 format (H.264) with a minimum resolution of 720p (not over 1080p).  
  • Each video file should NOT exceed 100 megabytes (100 MB) in size. 
  • For the best viewing experience, it is recommended to use a 16:9 ratio while producing the video. 
  • The submitted video to the SEAMEO Secretariat will be available in “Open Access under Attribution - ShareAlike 3.0 IGO (CC-BY-SA 3.0 IGO) License” (http://creativecommons.org/licenses/by-sa/3.0/igo/). 
  • Video content must not violate the copyright of any other party.

 

Rules and Conditions

  • The SEAMEO Secretariat will review all video clips and has right to select the qualified content of the video clips for broadcasting. 
  • The SEAMEO Secretariat may request the video producers to adjust the video clips’ content due to the sound and music copyright issues.    
  • The owner of the video clips shall allow SEAMEO to publicise the video clips on the SEAMEO website, SEAMEO YouTube channel, and other online platforms organised by the SEAMEO Secretariat or SAMEO Regional Centres such as lecture series, webinars, and learning events.

How to submit the video clips

Prizes and Criteria

  • The top 20 video clips that are selected for broadcasting will receive the followings:  
    • A monetary prize of USD 100.00/ entry from the SEAMEO Secretariat.
    • Certificate of Recognition
    • Will be selected to showcase at the SEAMEO Congress on 28-29 April 2021
  • Criteria for selecting the qualified video clips for broadcasting.
    • Interesting and innovative content - 30% 
    • Practical skills embedded and easy to understand - 30%
    • Creativity in presentation - 20%
    • Replicability and usefullness - 20%
    • Total - 100%    

e-Certificates

  • e-Certificate of Recognition – will be provided to all video clips selected for broadcasting
  • e-Certificate of Participation in submitting the video clip will be provided to  educators and students who submitted the video clips with meets the minimum requirements
  • e-Certificate of Participation for audience will be provided to the audience who fill-up the “Certificate Validation Form” of which details will appear during the event.)

Promotion

Prior to the Lecture Series, SEAMEO’s medium of promotion primarily includes the followings:

  1. Official Invitation Letters:
    Official Invitation Letters to promote and participate in the Lecture Series will be sent to the Ministries of Education of 11 Southeast Asian countries and 26 SEAMEO Regional Centres. 
     
  2. Email-Blast Announcement:
    Email-blast announcement of upcoming online lecture series will be sent to SEAMEO School Network, SEA-Teacher Network, SEA-TVET Network, and SEAMEO stakeholders, partners, and SEAMEO email directory. 

  3. Social Media Banners:
    Banners advertising online lectures are uploaded on to the SEAMEO Secretariat’s social media, and SEAMEO Centre’s web page.
