1. Background

The Southeast Asian Ministers of Education Organization (SEAMEO) is a regional intergovernmental organisation established in 1965.  The mission of SEAMEO is to enhance regional understanding, cooperation and unity of purpose among Member Countries for a better quality of life through the establishment of networks and partnerships, the provision of policy makers and experts, and the promotion of sustainable human resource development.
 
There are 11 Member Countries of SEAMEO: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste, and Vietnam.  The 11 Southeast Asian Education Ministers comprise the SEAMEO Council which is the highest policy-making institution of SEAMEO.  The SEAMEO Secretariat, located in Bangkok, is the executive institution of the Council and the headquarters of the Organisation.  The incumbent Director of the SEAMEO Secretariat is Dr Ethel Agnes Pascua-Valenzuela.  There are several Associate Member Countries and Affiliate Members.  After more than five decades’ development, 26 SEAMEO Centres have been established in different Member Countries.  There are seven priorities of SEAMEO, from Early Childhood Care and Education to Adopting a 21st Century Curriculum, which are the guidance of the diverse projects implemented by SEAMEO Secretariat and SEAMEO Centres.

SEAMEO highly considers the significance, both internal and external cooperation and communication, in promoting the sustainable human resource development in the region.  Plenty of programmes and events have been successfully organised.  The success could not be achieved without the support and cooperation from the multi-partnership.  Starting from 2006, the first SEAMEO Diplomatic Briefing in Bangkok, and many other bilateral and multilateral workshops, talks have contributed an active and positive relationship beyond the region.  Although much has been done towards improving the development of the education, science and culture in the region through SEAMEO, the achievements have not been made known to all.  In this regard, SEAMEO is conducting a Diplomatic Briefing to inform and update Member Countries, Associate Member Countries, Affiliate Members, and other partners in the region. 

The Diplomatic Briefing on SEAMEO’s Strategic Plans and Action Agenda 2021-2025 will widely target the partners such as international organisations, donor agencies, country and region-based institutions, think tanks, and community and civil society organisations.  Moreover, the members of the diplomatic corps in Thailand will also sincerely be invited. 

As part of the Diplomatic Briefing, the SEAMEO Secretariat will launch two key documents:

  1. SEAMEO’s Strategic Plan 2021 – 2030 and SEAMEO Integrated Operational Plan 2021 – 2025
  2. Southeast Asia Primary Learning Metrics (SEA-PLM) Strategic Plan 2021-2025

 

2. Objectives

The Diplomatic Briefing on SEAMEO’s Strategic Plans and Action Agenda 2021-2025 will have the following objectives:

  1. To enhance and continue the relationships of cooperation in the diverse of projects and programmes for achievements in the region; and
  2. To present the successes that have been achieved, the ongoing projects and programmes, and the further SEAMEO projects and programmes to the stakeholders and partners.

5. Venue & Date
  1. The Diplomatic Briefing on SEAMEO’s Strategic Plans and Action Agenda 2021-2025 will be held on Monday, 25 July 2022, at the Grand Chambray Ballroom, Avani Sukhumvit Bangkok Hotel, 2089 Sukhumvit Road, Phra Khanong Nuea, Wattana, Bangkok 10260.
