The SEAMEO Service Awards were approved during the 38th SEAMEO Council Conference in Manila, Philippines. The purpose of the Awards is to provide recognition and appreciation to staff members of the SEAMEO Units who have demonstrated exceptionally high levels of achievement in such areas as work performance, innovation and creativity, professionalism and commitment that contribute to the success of the Organization's mission and goals. Each SEAMEO Unit selects annually the recipient of the SEAMEO Service Awards based on the criteria. There are 2 types of the Awards; one for Individual Effort and one for Team Effort. During the initial three-year period, only the Awards for individual category would be launched.

The 2006 Centre Directors Meeting in Bangkok agreed that after the three-year implementation of SEAMEO Service Awards for individual category, only the Awards for Individual Category would be implemented among the SEAMEO Units until the selection guidelines, including specific assessment criteria, of Team Category will be developed. As such, the 2006/2007 SEAMEO Service Awards nominations were called for individual category only.

The Awards announcement and the presentation of plaques of recognition in the 2006/2007 SEAMEO Service Awards were convened during the welcome dinner of the 42nd SEAMEO Council Conference at the Westin Hotel in Bali, Indonesia on 14 March 2007. In collaboration with the Ministry of National Education, Indonesia, the welcome and introduction session was held for all the awardees after the Opening Ceremony of the 42nd SEAMEO Council Conference at the Westin Hotel in Bali, Indonesia. Dr Chantavit Sujatanond, Deputy Director for Administration and Communication of the SEAMEO Secretariat, welcomed and congratulated the awardees. A SEAMEO video presentation followed. The session concluded with a forum.
