After the 2004 Centre Directors Meeting in Bangkok, Thailand, the SEAMEO Secretariat called for the 2005 SEAMEO Service Awards implementation. The selection procedures and guidelines of previous years were applied for the nomination of the 2005 SEAMEO Service Awardees. The Awards announcement and presentation was convened at the Opening of Plenary Session I, the 40th SEAMEO Council Conference in Hanoi, Vietnam on 15 March 2005.

The 2004 Center Directors Meeting recommended organizing a less formal workshop for future awardees in order to encourage staff at all levels to participate more in this programme. In collaboration with SEAMEO RETRAC and the Ministry of Education and Training, Vietnam, the Welcome and Introduction session was held for all the awardees after the Opening Ceremony of the 40th SEAMEO Council Conference at the Melia Hotel in Hanoi, Vietnam. Dr Edilberto de Jesus, SEAMEO Secretariat Director, welcomed the awardees. A SEAMEO video presentation followed.After the awardees introduced themselves, they were also introduced to Vietnam. The session concluded with a forum.
